Do you have to buy all previous WoW expansions?
World of Warcraft is not sold separately, only the latest expansion (currently Shadowlands) is sold separately. If you start a subscription or you buy game time, you immediately have access to all previous World of Warcraft expansions, and you can play all the content and all the maps up to level 50.
Can you still play old WoW expansions?
Old expansions are still there and playable. Meaning you get to choose an expansion to level 10-50 in. You can then level to 50 in only burning crusade expansion and queue for BC dungeons etc.

As the others mentioned, you’ll need all expansions up through Battle for Azeroth in order to add Shadowlands. Battle for Azeroth should eventually be rolled into the base game so that you’ll only need to purchase Shadowlands, but we do not currently have a date on when that will happen.

If previous expansions are an indication, then BFA should be included in the base game (and thus freely available to everyone – sans the boost) around the time that Shadowlands goes active. It could be once pre-patch goes live OR it could be once launch happens.
