Quickly kill the 3 Sappers, and Neptulon will cast Tidal Surge. After you are super-sized, kill the Behemoth. The achievement will pop up immediately.
How do you get to Throne of the Tides?
To get to the dungeon entrance, go to Abyssal Depths in Vashj’ir, it’s the west zone. In the northeast of the map is a huge whirlpool and the bottom of the sea floor. Swim into the whirlpool and you’ll get pulled into a chamber the Throne of the Tides entrance.

The Throne of the Tides is located at the Abyssal Breach within the Abyssal Depths of Vashj’ir. Swim towards the vast whirlpool to be sucked in and dropped into the entrance.
Why can’t I use the portal to vashj IR?
It could be that you’re unable to enter Vashj’ir because you haven’t completed the said intro quests. Check online on official WoW websites and note all of the different intro missions for the area. Make sure that you’ve completed each one as the portal will be locked and won’t work until you’ve cleared them all.

Players will fly over the fatigue waters between the continents and it will take 280% flying skill to reach Vashj’ir before dying to fatigue.
