Can a BMW chassis be restamped without the VIN number?

Unfortunatelly the VIN number on the chasis was removed and I’m having a major difficulty with finding the body shop willing to restamp it. My local BMW dealership can’t help and advised me to have it done in a body shop.The local DVLA centre claims the chassis should be restamped only by BMW dealership as the numbers must look authentic.
